It's a Rockchip RK3288 Cortex-A17, apparently has 1Mbyte of L2 cache and 100KB of on-chip fast RAM. Probably the headline is the doubling of off chip RAM and the higher CPU clock rate, and the A17 being a "big" versus the A53 being "little". This chip has been seen in tablets and maybe chromebooks from 2014. It has a faster GPU too. I wonder how much that, or the lack of 64-bit support, would matter to the target audience.
Same physical form factor as the Pi3, including the 40-pin header.
