Some of them haven't programmed retro computers like the 6502 so they don't know what a machine language monitor is. And I just came across an update from Sam Falvo - his kestrel3 is an FPGA-up machine with (I think) his own CPU. He's written a machine language monitor, and as it's a RISCy CPU that might be a good starting point for an ARM monitor.
